Mission

The mission of Public Programs Foundation is to enrich the lives of children and adults by empowering users with access to information that secures equitable housing support, healthcare, and the prevention of food insecurity.

Our Story

When Public Programs Foundation founder, Ashley L. Salas, looked for a list of programs that community members could rely on in their times of need, she didn't find it easily. She asked around, and no one knew of such a list. So she founded Public Programs Foundation to build it.

We know we are missing programs. If you know of programs that are not yet on the Benefits Navigator, please email us at info@public-programs.org, and we'll add them.

We are starting in San Diego, California, United States, because that is where we are, but our goal is for the Benefits Navigator to serve every county, state, and US territory.

More about Ashley

Raised in a single-parent household, Ashley grew up experiencing family, friends, and community members pitching in to provide the support she needed.

Knowing how important it is to have help, especially at critical junctures in our lives, Ashley has dedicated her career to giving back to the community.

As an attorney, she spent the first decade of her career advocating to remove systemic barriers for people to access affordable phone and internet services, services that are critical for modern living.

As an adjunct law professor, she empowers her students with resources that will serve them throughout their law school and legal careers.

She founded Public Programs Foundation because she saw a need to empower people with the knowledge of and access to public programs, some that have been in existence for decades but have low enrollment simply because people do not know those programs exist.

Ashley earned a BA in Environmental Earth Science and Political Science from the University of California at Berkeley, AA in American Sign Language – English Interpretation from San Diego Mesa College, and a JD from Thomas Jefferson School of Law.

She volunteers to serve on multiple boards, including Global Conservation Force, Thomas Jefferson School of Law Alumni Association, and Pan Asian Lawyers of San Diego.

She reads at least one book per week and is a native bee hobbyist.

Daniel Ku
Daniel Ku

As a Licensed Marriage and Family Therapist, Daniel has spent over 15 years working across clinical, forensic, and community-based settings.

Throughout his career, Daniel has remained committed to bridging gaps in care for underserved populations, including individuals experiencing severe mental illness, those in the foster care system, and people re-entering society after incarceration.

He has also provided training to law enforcement on recognizing mental illness and assessing suicide risk, helping to build stronger, more informed community responses to behavioral health crises.

While Daniel is currently in private practice as a Marriage & Family Therapist, he also makes time to participate in various hobbies with his three young children, including competitive video games, board games, and card games (mostly Pokemon).

Julie T. Houth

Julie T. Houth grew up in Southern California, where she continues to be active in the community.

As an attorney, she has represented consumers in class actions and mass tort cases.

Julie is also an Adjunct Law Professor at Thomas Jefferson School of Law, where she teaches Legal Writing I and II online.

She holds a Bachelor of Arts in History from the University of California, Irvine, with a minor in Sociology, and earned her Juris Doctor (J.D.) from Thomas Jefferson School of Law.

Additionally, she holds a Master of Laws (LL.M.) in Taxation from the University of San Diego School of Law.

Julie is an active participant in bar leadership roles and is deeply involved in the legal community.

She serves as the Editor-in-Chief of both the ABA GPSolo Division's magazine and the ABA Young Lawyers Division's The Young Lawyer (TYL) magazine, as well as After the Bar (ATB) publications.

She is a past Chair of the New York State Bar Association's Young Lawyers Section, a member of the American Bar Association's Standing Committee on the Law Library of Congress, and the Alternate Regional Governor for the Southern California Region of the National Asian Pacific American Bar Association (NAPABA).

Additionally, she is the immediate past Co-Editor of the San Diego County Bar Association's (SDCBA) San Diego Lawyer magazine and the President of the Pan Asian Lawyers of San Diego (PALSD).

In her free time, Julie enjoys staying active, being outdoors, and exploring new food to eat.
